“Credits and Reimbursements – Dedicated Facilities. Upon satisfactory completion of a public facility or improvement upon which the Development Impact Fees and/or Drainage Fees are based (intended to pay the cost of construction and completion), and dedication of said facility or improvement to the County, and acceptance by the County, owner of said improvement shall receive credit against applicable Development Impact Fees and/or Drainage Fees.”
