Treatment Plant Connection Capacity Charge

“WHEREAS, VMC section 13.08.750, et seq., authorizes the imposition of treatment plant connection charges by resolution for connection to the sanitary sewer system and provides that review and amendment of such fees may be initiated by the Council from time to time as necessary to meet increasing costs or changed conditions of providing trunk sewer or oversize service and adjusted by resolution; and”

“The City of Visalia has established an impact fee schedule that is applied to all residential, commercial and industrial developments. These one-time fees are intended to pay for the capital cost associated with the infrastructure needs of the development project. Impact fees pay for such items as park acquisition, public safety facilities, storm drainage basins, street improvements and sanitary sewer infrastructure. As they relate to the treatment plant and sewer mains, impact fees reflect the portion of capacity utilized by the industry that is no longer available for use by others.”

“Section 3: Section 13.08.770 of the Visalia Municipal Code, which outlines the timing of payment of the treatment facility connection charge, is hereby amended to add Section 13.08.770 (E) as follows:”

“Unless otherwise indicated in the Rates & Fees document (attached hereto as Attachment "A"), these rates and fees go into effect on July 1, 2026. Impact fees shall not be effective until 60 days after the adoption thereof (August 14, 2026).”
