“Development Impact Fees — The City of Shafter development fee structure is provided below in Table IV-4. The Richland School District exempts housing for seniors (ages 55 or older) from paying school impact fees. All of these fees have been developed in accordance with the Mitigation Fee Act. The fee structure incentivizes effective use of services and compact development in that residential development in the City Core area is generally subject to lower development impact fees than residential development in Southeast Shafter due to the existing developed infrastructure and lower cost of providing services in the City Core area.”
