“These fees will fund school facilities needed to accommodate students from new development and address the impacts of new development; and are collected to implement the District's school construction program for purposes including but not limited to the funding, planning, design, construction and reconstruction of school facilities necessary to maintain the current levels of educational services (and restore levels that have been impacted by growth) to children in the District; providing adequate classroom facilities for growth including collecting, tracking and reporting on fees received and uses thereof; and to participate in the State's School Facility Program.”
