When it is paid

at building permit

“Sometimes building permits for the same project are issued in two stages. For example, some nonresidential structures are first constructed as a building shell without interior (tenant) improvements. Later a second permit is issued for the tenant improvements. The public facilities fee will be paid on the first permit only, so the same project does not pay for its facilities impact fee twice.”
