Overlapping services CFDs and special taxes

Levied by City of Rancho Cordova (eight of the nine levies); Cordova Recreation & Park District (DL 0343 only) on new development in Rancho Cordova. Authorized under the FOUR DIFFERENT AUTHORITIES, NOT ONE. Six of the nine levies are Mello-Roos community facilities districts under Gov. Code s. 53311 et seq. The other three are not CFDs at all: the RANCHO CORDOVA SPECIAL POLICE TAX (DL 0031) is a special tax within the meaning of Cal. Const. art. XIII A s. 4, enacted under Gov. Code s. 53978; RANCHO CORDOVA LIGHTING DISTRICT 2012-1 (DL 0035) is an ASSESSMENT under the Landscaping and Lighting Act of 1972, Sts. & Hy. Code div. 15 pt. 2, s. 22500 et seq.; the RANCHO CORDOVA TRANSIT TAX (DL 0043) is a special tax under Cal. Const. art. XIII A s. 4 authorised by City Resolution 114-2005 as amended by Resolution 152-2005, reciting no Government Code section at all. Collected other: ANNUAL special tax placed on the Sacramento County secured property tax roll each fiscal year — not a one-time charge at building permit.

This is an annual charge, not a one-time fee. It is levied per DU/yr, every year, for as long as the district lasts, and it goes up over time. A recurring tax is never added into a one-time total - a figure that mixes the two means nothing. This site counts the one-time charges a builder pays to put up a house, so this is not part of Rancho Cordova's figure and is not listed beside it. Every published rate is in the table below.
