“The purpose of the Facilities CFD is to finance the purchase, construction, modification, expansion, and improvement or rehabilitation of public facilities in the Valencia Project, as described more fully below. The purpose of the Services CFD is to fund the costs of services permitted pursuant to Government Code Section 53313.”

“The County of Los Angeles Community Facilities District No. 2021-02 (Valencia – Services) (the "District") and any other property annexed into the District in the future shall be authorized to finance all or a portion of the costs of the types of services permitted pursuant to Government Section 53313, which shall include, but not be limited to, the following: 1. Parkway and Median Landscaping for streets financed by the District. 2. Maintenance of Water Quality System Improvements. 3. High Country Maintenance (per applicable conditions of approval for the Project). 4. Public Park Maintenance, excluding park recreation services/programming.”

“No Special Tax shall be levied on (i) Assessor's Parcels which are Public Property, Property Owner Association Property, Affordable Housing Property, or Exempt Welfare Exemption Property; (ii) Assessor's Parcels which are used as places of worship and are exempt from ad valorem property taxes because they are owned by a religious organization; (iii) Assessor's Parcels with public or utility easements making impractical their utilization for other than the purposes set forth in the easement; (iv) Assessor's Parcels which are privately owned and are encumbered by or restricted solely for public uses; or (v) Assessor's Parcels restricted to other types of public uses determined by the Board.”

“SECTION 10. The District may accept advances of funds or work-in-kind from any source, including, but not limited to, private persons or private entities, for any authorized purpose, including, but not limited to, paying any cost incurred in establishing Community Facilities District No. 2021-02. The District may enter into an agreement with the person or entity advancing the funds or work-in-kind, to repay all or a portion of the funds advanced, or to reimburse the person or entity for the value, or cost, whichever is less, of the work-in-kind, as determined by the Board of Supervisors, with or without interest.”
