Levied by Community Facilities District No. 12 of the Jurupa Unified School District (Board of Education acting as legislative body) on new development in Jurupa Valley. Authorized under the Mello-Roos Community Facilities Act - Gov. Code Sec. 53311 et seq. Collected other: annually, on the regular Riverside County ad valorem property tax bill (not at permit; this is a recurring special tax, not a one-time charge).

This is an annual charge, not a one-time fee. It is levied per DU/yr, every year, for as long as the district lasts, and it goes up over time. A recurring tax is never added into a one-time total - a figure that mixes the two means nothing. “CFD No. 12 was formed and established by the School District on November 17, 2014, under the Act, following a public hearing conducted by the Board of Education of the School District (the "Board"), as legislative body of CFD No. 12, and a landowner election at which the qualified electors of CFD No. 12 authorized CFD No. 12 to incur bonded indebtedness in an amount not to exceed $9,000,000 and approved the levy of Annual Special Taxes.”

What it pays for

“Facilities, means those K-12 school sites, preschool facilities, school facilities, any facilities needed to accommodate the educational programs provided by the School District pursuant to Education Code Section 51000 et seq., including classrooms, on-site office space at a school, central support and administrative facilities, interim housing, furniture, equipment, technology, buses, and transportation facilities needed by the School District in order to serve the student population to be generated as a result of development of the property within CFD No. 12, and also includes costs associated with the maintenance and operations of school facilities in accordance with the Act, and the payment of fees to be paid to and/or for improvements to be constructed, owned, operated or maintained by (i) Jurupa Community Services District ("JCSD"), including, but not limited to, water and sewer facilities, or (ii) Jurupa Area Recreation and Park District ("JARPD"), including, but not limited to, park facilities, through Joint Community Facilities Agreements ("JCFAs"), to the extent permitted by law.”

“The Administrator shall classify as Exempt Property in the chronological order in which each Assessor Parcel becomes (i) owned by the State of California, federal or other local governments, (ii) used as places of worship and are exempt from ad valorem property taxes because they are owned by a religious organization, (iii) owned by a homeowners' association, (iv) burdened with a public or utility easements making impractical their utilization other than for the purposes set forth in the easement, or (v) any other Assessor's Parcels at the reasonable discretion of the Board, provided that no such classification would reduce the Net Taxable Acreage within a Zone to less than the Minimum Taxable Acreage listed in Table 4 below.”

“If the representative's decision requires that the Special Tax for an Assessor's Parcel be modified or changed in favor of the property owner, a cash refund shall not be made (except for the last year of levy), but an adjustment shall be made to the special tax on that Assessor's Parcel in the subsequent Fiscal Year(s) as the representative's decision shall indicate.”
