“Purpose: Establish a Water System Facilities development impact fee (DIF) so new development served by the City of Hemet water system funds its fair, proportional share of capacity needed to maintain the City's established level of water service as system demand increases within the City's water service area.”

“The program covers storage, transmission, and distribution facilities that provide capacity to City-served development." / "Eligible uses of the Water System Facilities DIF are limited to growth-related capital costs associated with the capacity-adding elements of these categories, such as planning, design, land or easement acquisition (if required), permitting, construction, and integration of related controls and interconnections. Routine maintenance, repair, or like-for-like replacement is not eligible, except where a project element demonstrably increases capacity attributable to growth.”

“While the Development Impact Fee program is adopted on a citywide basis, two fee programs have defined service areas that do not encompass the entire City. Water System Facilities and Wastewater (Sewer) System Facilities fees apply only to development within the City-owned service areas, as portions of Hemet are served by Eastern Municipal Water District and Lake Hemet Municipal Water District.”

“The Water System Facilities Development Impact Fee addressed in this chapter applies only to development that will receive water service from the City of Hemet water system. Development served by other water providers is not subject to this fee.”

“Credits and Reimbursements: Provide for credits or reimbursement agreements when an applicant constructs an eligible capacity-adding project included in the adopted capital program, to avoid double payment. Maintain audit trails within the Water System Facilities DIF fund.”
