“Eligibility Test — Open Space: Open Space funds are used for the acquisition of land or property interests that support recreation access and connectivity, including linear greenways and off-street trail corridors that are suitable for recreation or park use. The Open Space component is a land-only program, where development of recreation facilities is required to make an acquired corridor usable; those construction costs are treated under the Parks improvements cost basis if they add capacity. Landscaping or aesthetic work that does not create usable recreation capacity is not eligible.”
