“The purpose of the Bridges, Streets, & Traffic (BST) development impact fee is to finance the roadway, bridge, intersection, and traffic signal improvements necessary to mitigate the impacts of new development on the City's circulation system. The fee ensures that growth contributes its fair, proportionate share toward maintaining adopted mobility standards, consistent with the Mitigation Fee Act (Government Code § 66000 et seq.) and AB-602.”

What it pays for

“Fee revenues are used exclusively to plan, design, acquire right-of-way for, and construct the BST capital projects identified in this chapter, including roadway widenings and extensions, bridge projects, intersection and signal improvements, and corridor operations/safety elements that expand system capacity to accommodate growth. Operations and routine maintenance are not funded by this fee.”

“Program Applicability: The BST Program applies citywide. Funds may be expended on any eligible BST facility consistent with the nexus established in this chapter and in a manner that maintains consistency with the City's General Plan, Circulation/Mobility Element, and adopted performance standards.”

Credits and offsets

“Credits and Reimbursements: Developers that construct eligible BST improvements or dedicate right-of-way identified in this chapter may receive credits against fees otherwise due. If eligible improvements constructed by a developer exceed the fee obligation, the City may enter into a reimbursement agreement, subject to City Council approval and program requirements.”
