Collected other: not a permit-time charge — levied annually each Fiscal Year commencing FY 2025/26 and collected on the County of Kings ad valorem property tax roll (classification turns on a Building Permit having been issued on or before June 30 preceding the Fiscal Year).

Not priced for this house. This charge is real, adopted and collected, and it is left out of Hanford's figure for one reason: it is levied per DU/yr, and a typical home does not fix that quantity. That is not the same as a zero. The fee is owed; what is missing is the number to multiply by, and inventing one would price this house with more confidence and less truth. “In 2024, the City of Hanford decided to transition from Landscape and Lighting Districts to Community Facilities Districts (CFDs). CFDs are a flexible financial tool for local government to fund a wide variety of services, such as parks, public safety, and schools. In addition, CFDs can also finance infrastructure such as water, sewer, streets, and the acquisition of open space.”

““Special Tax Requirement” means the sum of (i) Police Services Requirement, (ii) Fire Protection Services Requirement (iii) Administrative Expenses of the CFD, and (iv) and any amounts required to establish or replenish a Reserve Fund for that Fiscal Year.”

“A Special Tax of City of Hanford Community Facilities District No. 2025-1 (Public Safety Services) (“CFD”) shall be levied on all Assessor's Parcels within the CFD and collected each Fiscal Year commencing in Fiscal Year 2025/26 in an amount determined by the Special Tax Administrator through the application of the rate and method of apportionment of the Special Tax set forth below. “Special Taxes levied pursuant to Section D above shall be collected in the same manner and at the same time as ordinary ad valorem property taxes, provided however that (i) the CFD may directly bill the Special Tax, and (ii) the CFD may collect Special Taxes at a different time or in a different manner if necessary to meet the financial obligations of the CFD or as otherwise determined appropriate by the City Council.”

Who is exempt

““Exempt Property” means for each Fiscal Year, an Assessor's Parcel within the CFD not subject to the Special Tax. Exempt Property includes: (i) Public Property, (ii) Property Owner Association Property, (iii) Assessor’s Parcels with public or utility easements making impractical their utilization for other than the purposes set forth in the easement such as railroad parcels, roads and landscape lots, (iv) Undeveloped Property (v) property reasonably designated by the City or Special Tax Administrator as Exempt Property due to deed restrictions, conservation easement, or similar factors that may make development of such property impractical for human occupancy, and (vi) Welfare Exemption Property.”
