Fee credits related to improvements or equipment financed by the FPASP component of the FPA development impact fee may not be applied against any of the other components of the FPA development impact fee. Similarly, fee credits related to improvements or equipment financed by any other component of the FPA development impact fee may only be applied against that particular component of the FPA development impact fee.”
