Collected other: at recordation of the small-lot final map — the schedule's own colour legend puts the whole SPIF block in the SFLD and SFHD columns in the "Fee Collected at Final Map" class, while FMC s. 3.130.030(E)(1)(b) sets the infrastructure fee component at or prior to building permit as its default.

The record

“The purpose of this chapter is to establish and impose a specific plan infrastructure fee (SPIF fee) on new development within the Folsom plan area that equitably spreads the burden of public improvements and facilities and distributes the cost of public lands and community parkland to development projects within the Folsom plan area. The SPIF fee is to be imposed consistent with the FPA development agreements and the PFFP covering all properties in the Folsom plan area.”
