“The purpose of this chapter is to establish and impose a specific plan infrastructure fee (SPIF fee) on new development within the Folsom plan area that equitably spreads the burden of public improvements and facilities and distributes the cost of public lands and community parkland to development projects within the Folsom plan area.”
