“This represents a change from the approach in 2013. In 2013, the proportionate share of Northeast Area transportation improvement costs that was allocated to new development outside of the Northeast Area was assumed to be covered by other funding sources. As these additional funding sources have not materialized, the 2022 update now requires new development outside of the Northeast Area to pay the appropriate additional fees to cover these impacts.”
