A maximum justified fee is presented based on the system plan standard of miscellaneous residential amenities per capita. The essential nexus for this facility category is between the demand for new miscellaneous residential amenities from the projected increase in service population and the additional miscellaneous residential amenities needed to meet those service demands.”

Credits and offsets

“If, as a condition of approval of a development project, a developer constructs a public facility identified in the Reports, for which a development impact fee is imposed, then the developer shall be eligible to receive a fee credit toward the development impact fee imposed on the development project for the same type of public facility so constructed, and shall be entitled to reimbursement for eligible costs of constructing the public facility." and "Credits earned for the construction of a public facility can only be applied to the development impact fee category for which the public facility is programmed ... At no time will credits be applied outside the category for which the public facility is programmed. Project credits issued under this chapter may not be applied to projects outside the Preserve.”
